The meaning

What Waqf (in recitation) means in Islam

The familiar marks come from a system worked out by later scholars rather than from revelation: meem means stop, la means do not stop here, jeem means you may, and paired sets of three dots mean stop at one of the two but not both. Stopping in the wrong place can break the sense of a sentence, which is why the marks were added at all. The same word waqf also means a charitable endowment, an entirely separate subject.
