The meaning
What 'Ayn means in Islam
The Prophet peace be upon him said the eye is true, in Bukhari and Muslim, and in a report in Malik's Muwatta he instructed a man whose look had harmed another to wash, and the water was poured over the one affected. It can come from someone who wishes you no harm at all, which is why the Sunnah answer is to ask Allah to bless what you admire. Treatment is ruqya and the prophetic supplications. It is not a reason to hide your life or to start suspecting your neighbours.
