The meaning

What Shari'ah means in Islam

The word literally means the path to water, and the Qur'an uses it for the way God set out for the Prophet to follow. It is far wider than law in the modern sense; most of it concerns prayer, fasting, honesty and family, and only a small portion concerns courts and punishment. Shari'ah is the revelation itself, while fiqh is the scholarly understanding of it, and collapsing the two makes human opinion sound divine.
