The meaning
What Mukallaf means in Islam
The obligations of fiqh apply once both conditions are met, and the Prophet said the pen is lifted from three: the sleeper until he wakes, the child until he matures, and the one who has lost his mind until he recovers. Children are taught to pray at seven and firmly encouraged at ten, but what they do counts as voluntary and earns them reward without obligation. Puberty is judged by physical signs, or where none appear, by an age the schools commonly set around fifteen.
