The meaning

What Aqsam al-Qur'an means in Islam

The oath usually points at what follows it, so the thing sworn by is a clue to the truth being affirmed. The Prophet taught that people may swear only by Allah, and this is no contradiction: the Creator may swear by whatever He has made. Ibn al-Qayyim's at-Tibyan is the classic study of the subject.
