The essay
Where Qadir is the ability, Muqtadir is the ability exercised: power that has arrived. The Qur'an uses it in two very different settings, and both belong: the seizure of nations that denied every sign, and the seat of truth with the Sovereign, Perfect in Ability, for those who kept faith. Same Name, same power, two destinations. The Book almost never lets a Name of might stand without showing where it lands.

كَذَّبُواْ بِـَٔايَٰتِنَا كُلِّهَا فَأَخَذۡنَٰهُمۡ أَخۡذَ عَزِيزٖ مُّقۡتَدِرٍ
They denied Our signs, every one of them, so We seized them with the seizing of One Almighty, Perfect in power.
