The essay
The root joins power and measure, which is the whole idea: His power is never crude. He is able over all things, and the ability is exercised by exact decree, not by force applied at random. The Book keeps returning to it, He is over all things Qadir, as the closing note of arguments about resurrection, about provision, about the impossible situation. It is the sentence that ends the objection.

قُلۡ هُوَ ٱلۡقَادِرُ عَلَىٰٓ أَن يَبۡعَثَ عَلَيۡكُمۡ عَذَابٗا مِّن فَوۡقِكُمۡ أَوۡ مِن تَحۡتِ أَرۡجُلِكُمۡ
Say: He is the One with the power to send upon you a punishment from above you, or from beneath your feet.
