Strength that is exercised. The Qur'an tends to place this Name where people are afraid of someone else's power, the tyrant, the army, the crowd, and the placement is the argument: the strength you are afraid of is delegated and revocable. The verse pairs it with subtlety, so the power is not blunt. He is gentle with His servants, and He is the Strong. Both in one line.

ٱللَّهُ لَطِيفُۢ بِعِبَادِهِۦ يَرۡزُقُ مَن يَشَآءُۖ وَهُوَ ٱلۡقَوِيُّ ٱلۡعَزِيزُ
