And the other half. The verse pairs them exactly: if He touches you with adversity, none can remove it but He, and if He intends good for you, none can repel His bounty. Read alone, either Name distorts. Read as a pair, they say one thing: nothing reaches you around Him, in either direction, and there is no second address to appeal to or to blame.
In the Qur'an
وَإِن يَمۡسَسۡكَ ٱللَّهُ بِضُرّٖ فَلَا كَاشِفَ لَهُۥٓ إِلَّا هُوَۖ وَإِن يُرِدۡكَ بِخَيۡرٖ فَلَا رَآدَّ لِفَضۡلِهِۦۚ
If Allah touches you with harm, none can lift it but He; and if He wills good for you, none can turn back His bounty.

What it asks of you
Stop attributing your good to your competence and your harm to other people. It is one hand, and the hand is not hostile.
