The essay
Wali in this form is the one who has charge of an affair and runs it: the governor, the one whose decision actually moves things. The verse says of a people whose ruin has been decided that they have, besides Him, no wali at all. Everything that happens is under a governance, and the governance is not shared. This is the Name that stands behind the Qur'an's insistence that nothing is loose.
In the Qur'an
And when Allah intends harm for a people there is no turning it back, and they have no protector besides Him.
